UK supplier guide
UK public sector frameworks:
entry, call-offs and open frameworks
A framework sets the terms for later public contracts. Winning a place makes a supplier eligible for relevant call-offs; it does not usually guarantee orders.

- Find the framework notice
- Check the entry route
- Read the call-off rules
- Assess capacity and commitment
What does a place on a framework give a supplier?
It gives access to contracts awarded under that framework’s terms, within its scope.
Read the actual agreement, including its lots and call-off method.
A framework value is an estimate across its life and scope, not income allocated to each supplier.
- The agreement defines the goods, services or works covered.
- Only the suppliers allowed by its terms compete for its call-offs.
- The authority awards later contracts under the agreement.
- A framework does not usually commit a buyer to make purchases.
How do ordinary frameworks, open frameworks and dynamic markets differ?
Entry and later competition follow different rules; the labels are not interchangeable.
| Route | Entry | Later award |
|---|---|---|
| Framework | Competition to establish the agreement | Call-offs under its terms |
| Open framework | A scheme of successive frameworks that reopens as required | Call-offs under the applicable framework |
| Dynamic market | Eligible suppliers may join during its life | Contracts require the applicable competition |
How do you separate framework entry from the work that may follow?
Read entry conditions and call-off rules as separate decisions.
- Start with the source01
Find the framework notice
Read the buyer, lots, scope and the framework's current publication. - Define the scope02
Check the entry route
Establish the participation conditions and how suppliers can enter the arrangement. - Read the evidence03
Read the call-off rules
Understand how later contracts may be awarded to eligible suppliers. - Make the decision04
Assess capacity and commitment
Consider the preparation and delivery work without treating the framework estimate as guaranteed orders. - Name the next action05
Keep the agreement usable
Name the owner who watches the relevant opportunities and checks each later contract's requirements.
A supplier’s review sequence, based on the primary sources below. It is not a measured outcome or a prescribed buyer timetable.
What does Northumbrian Water’s framework value actually mean?
Its estimated £120 million total describes the framework opportunity, not guaranteed revenue for a consultancy.
Northumbrian Water’s FA08-31 Commercial Services is a published, lot-based framework opportunity.
A supplier must check which lot fits, how it gains a place and what the agreement says about later work.
The first listed response date is for expressions of interest.
This is a published procurement example, not a customer story or evidence that any supplier won.
The £120 million figure is an estimated framework value excluding VAT, not guaranteed spend or a single contract award.

What does competing for a framework place cost?
Price the preparation before treating possible future call-offs as committed revenue.
Your bid effort
Starting figures are an illustration, not a measured average or a saving promised by RFP Quest.
£4,000 and 80 team hours each month if you prepare every bid.
Use the estimate to decide how much work to authorise before drafting starts.
It excludes software fees and external costs.
- This bid£2,000
- Other bids this month£2,000
How should a supplier compare framework providers?
Compare the live agreement, its buyers, its scope and its entry window.
A provider name in a notice is not a count of its frameworks or proof of how widely buyers use it.
Check provider publications directly instead of relying on unverified historic popularity charts.
- Check Government Commercial Agency agreements and their current status.
- Read the provider’s scope and the eligible contracting authorities.
- Check the lots and sector-specific conditions in the notice.
- Separate a new framework competition from a call-off.
What should a supplier check before applying?
Work from scope to entry rules to commercial effort.
- Before you start01
Use the current documents
Check the primary publication and later changes before using the sequence below. - Check 202
Match the lot
Read services, geography and required capacity. - Check 303

Read call-off terms
Understand later award methods and contractual risk. - Follow through05
Approve the effort
Cost the application and the work needed after admission.
An editorial order of work, not a buyer's fixed timetable. The current notice and documents determine participation and submission.
Which framework assumptions should the team avoid?
Neither a place nor a headline value establishes future sales.
The legal regime and agreement terms determine the route.
Check legacy procurements and devolved arrangements separately; do not apply every Act rule to every UK agreement.
- Do not book estimated framework value as your revenue.
- Do not assume an ordinary framework accepts late entrants.
- Read the call-off method, including any competitive selection.
- Check the agreement and applicable statutory rules.
A framework place is access to work, not an order book.
