What does a bid writer actually produce?

A response to the buyer’s questions, supported by an offer the supplier can deliver.

Bid writing is the work of preparing a written response to a procurement opportunity.

A polished paragraph cannot replace missing delivery evidence or a price the supplier cannot honour.

  1. Address the question and its assessment method.

  2. Show relevant capacity and experience the buyer requests.

How is bid writing different from bid management?

Writing prepares the answers; management coordinates the decision, people, evidence and deadline.

How do you turn delivery evidence into a bid answer?

Work from the buyer's question to a specific offer the assessor can verify.

  1. Start with the source01

    Read the question and criteria

Identify what the buyer asks and how the answer will be assessed.
  2. Define the scope02

    Define the delivery promise

State the people, method and capacity the supplier can actually commit.
  3. Read the evidence03

    Collect proof for the answer

Choose evidence that demonstrates the relevant experience and proposed delivery.
  4. Make the decision04

    Test the complete offer

Check that the method, price and commitments agree with each other.
  5. Name the next action05

    Review and submit correctly

Give the response an owner and follow the buyer's format, service and deadline.

A supplier’s review sequence, based on the primary sources below. It is not a measured outcome or a prescribed buyer timetable.

What would a bid writer do with Northumbrian Water’s notice?

Read the applicable lot and response instructions before drafting a costed answer.

Northumbrian Water’s FA08-31 Commercial Services framework separates services into lots.

A consultancy interested in a relevant lot would ask its delivery team for comparable experience and read the buyer’s actual assessment method.

The notice’s expression-of-interest date determines the first response stage; the writer must not mistake it for the final tender deadline.

This is a published procurement example, not a customer story or evidence that any supplier won.

The £120 million figure is an estimated framework value excluding VAT, not guaranteed spend or a single contract award.

What belongs in a useful tender answer?

The proposed delivery, the evidence and the limits belong together.

Read the evaluation criteria before deciding where the answer needs detail.

Keep a claim tied to its source and its owner; remove any claim the team cannot substantiate.

  1. Say what the team will do for the stated requirement.

  2. Use evidence the supplier can verify and disclose.

What should the final reviewer challenge?

Check that the offer is accurate, complete and authorised.

AI can help prepare words, but responsibility for an accurate submission remains with the supplier.

What else should you know about bid writing?

Check these points before committing your team’s time.

Is bid writing the same as sales writing?
It overlaps, but a tender response must follow the buyer’s questions, criteria and submission rules.
Do I need a qualification to start bid writing?
Requirements depend on the role and employer; practice reading tender packs, gathering evidence and reviewing answers before taking responsibility for submission.
Can AI write a bid for me?
Check every AI-assisted claim and the buyer’s disclosure rules. RFP Quest does not draft or submit responses.
Is bid writing only for government contracts?
No. Private buyers also request written proposals, but the legal procedure and the buyer’s own instructions differ.

Where can you check the evidence?

Read the primary publication and the buyer’s current documents before acting.
